What is a reverse auction?

An auction is a process that many businesses use to buy and sell goods and services. Many of us are familiar with standard auctions conducted by companies such as Sotheby's and Christie's. Still, others may have purchased items at estate sales via an auction. Auction winners submit the highest bid, however, winners in reverse auctions will submit the lowest bid. NJlowestbid.com's powerful portal conducts these reverse auctions via the Internet on behalf of certain New Jersey towns, counties and other government units. All low bids submitted by vendors are posted for all to see, however, the names of the bidders will remain anonymous until an auction is completed.

How long will an auctions last?

Anywhere from 15 minutes to one hour. Every bidder will know the duration of each auction prior to the bid date. Auctions however, will include an 'activity window' that can extended an auction beyond the scheduled close time. For example, if the 'activity window' is set at three minutes and a bid is received one minute before the scheudled close time the auction will be extended three minutes from the time the bid is received (ie., two minutes beyond the scheduled close time.) If additional bids are received within three minutes of the last bid the auction will be extended for another three minutes until no more bids are received for a period of three minutes and the auction will then be closed.

What do I have to do to participate in an auction?

Vendors interested in bidding for a contract must first complete and submit the bid specifications to the buyer. The bid specs for each up coming auction are posted on our website's homepage. Just click on the desired auction listed under the heading 'UpComing Auctions' and follow the instructions for downloading a copy of the specs. The Buyer will review the bid specs and determine the vendors qualified to bid. Vendors approved to bid will be contacted by njlowestbid.com and issued a user name and password that will enable you to enter the auction at the scheduled opening date and time and to submit bids. The "How To Bid" section of our website contains more detailed information about how to bid.

 

Can I bid without a user name and password?

No. You must first obtain Buyer approval to bid and then be assigned a user name and password by njlowestbid.com for every auction that you bid on. The "How To Bid" section will provide more information about the bidding procedures.

 

Is njlowestbid.com's web site free to use?

Yes, it is free to use. You may visit our website at any time to look for and download upcoming bids. However, njlowestbid collects a fee from the vendor who submits the lowest bid and is awarded a contract by the Buyer. A fee is not collected from losing bidders. The fee is a percentage of the total contract award amount and is payable to njlowestbid.com upon the delivery of the goods or services sold. A fee will be set for each auction and vendors will know the fee prior to the auction date.

 

Should I factor njlowestbid.com's fee into by bid?

Yes! Remember, you will be charged this fee in the event you are the lowest responsible bidder.

 

Can I change my mind if I am the lowest bidder once the auction is closed?

No. You must enter into a contract if you are the lowest bidder and the government unit accepts your bid.

 

During an auction, can I change my bid once it has been sent?

No. njlowestbid.com provides you with the ability to preview your bid before it is posted. When you preview your bid you have the ability to cancel it if you want to. This will help you avoid such mistakes. However, a change in a bid may be accepted in the event it is a glaring mistake and a reasonable person could interpret it as one.

 

Is the contract between NJlowestbid.com and the vendor?

No. NJlowestbid.com acts as a conduit to determine the lowest responsible and responsive bidder for a government contract. The resulting contract is between the vendor and the government unit accepting the bid.
To participate in an online auction a vendor must sign an agreement recognizing njlowestbid.com as the selling agent and agree to pay the specified fee to njlowestbid.com in the event the vendor is awarded a contract by the Buyer.

Will I know which towns or counties are soliciting bids via NJlowestbid.com's web site?

Yes. All upcoming auctions will be listed on our web site's home page. You can view information about up coming auctions at any time and obtain a copy of the bid specifications. In addition, we will automatically notify you via email of up coming auctions if you previously had bid on our site.
